Statement on Cabinet Decisions of 09/12/2016

On Friday, 09th December 2016, an extraordinary Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO.

The Cabinet Meeting started by wishing His Excellency the President of the Republic of Rwanda, Paul KAGAME, Merry Christmas and Happy New Year 2017 and He wished Members of Cabinet New Year 2017 full of peace and prosperity.

1. His Excellency the President of the Republic of Rwanda informed the Cabinet Meeting that He granted pardons for girls and women tried and convicted of abortion, which the Court has given final judgment and children under 16 tried and convicted and their judgment became res judicata. All of them are 62.

2. The Cabinet Meeting approved the Ministerial Order granting release on parole to 814 convicts who meet the requirements provided for by Law No 30/2013 of 24/05/2013 relating to the code of criminal procedure.

3. The Cabinet Meeting approved minutes of previous Cabinet Meeting held on 11/11/2016.

4. The Cabinet Meeting approved the National Capacity Development Policy, Strategy and Implementation Plan.

5. The Cabinet Meeting approved the Rwanda National Water Supply Policy and Strategy.

6. The Cabinet Meeting approved the Rwanda National Sanitation Policy and Strategy.

7. The Cabinet Meeting approved the National Policy against Delinquency and its implementation plan 2016/17 – 2020/2021.

8. The Cabinet Meeting approved the proposal for the establishment of a Rehabilitation Center at Nyamagabe District.

9. The Cabinet Meeting approved the proposed revised Medical Tariff for Medical Insurance Scheme namely RAMA and Private Health Insurances as follows:

  • In public health facilities, RAMA applies increment of 25% on current tariff;
  • MMI and Private Health Insurances apply increment of 15% on current tariff;
  • Community-based Health Insurance Scheme, medical tariffs remain unchanged.

10. The Cabinet Meeting approved the following Draft Laws:

  • Draft Law repealing Law Nº53/2010 of 25/01/2011 establishing Rwanda Natural Resources Authority (RNRA) and determining its mission, organization and functioning;
  • Draft Law establishing Rwanda Mines, Oil and Gas Authority and determining its mission, organization and functioning;
  • Draft Law establishing Rwanda Land Management Authority and determining its mission, organization and functioning;
  • Draft Law establishing Rwanda Water and Forestry Management and determining its mission, organization and functioning;
  • Draft Law on Legal Aid in Rwanda;
  • Draft Law authorizing ratification of the convention on extradition and transfer of suspects and convicted offenders between the Republic of Rwanda and the Republic of the Congo, signed at Brazzaville, Congo on 09/11/2013;
  • Draft Law establishing Higher Education Council (HEC) and determining its responsibilities, organisation and functioning;
  • Draft Law establishing Rwanda Education Board (REB) and determining its responsibilities, organisation and functioning;
  • Draft Law establishing the National Rehabilitation Service and determining its mission, organization and functioning.

11. The Cabinet Meeting approved the following Orders:

  • Presidential Order appointing Members of the National Science and Technology Council. These are:

  3. Chief Executive Officer, Rwanda Development Board; Councillor;

  • Prime Minister’s Order determining organizational structure, salaries and fringe benefits for employees of the Secretariat of the National Science and Technology Council;

  • Prime Minister's Order withdrawing land equivalent to 10.067 sqm from the State's Public Property and transferring it to its Private Domain (Plot nº UPI 1/02/10/03/8222 located at Kabuhunde Village, Kagugu Cell, Kinyinya Sector, Gasabo District, City of Kigali);
  • Prime Minister's Order withdrawing land from the State's Public property and transferring it to its Private Domain (Plot Nº UPI 4/03/02/04/3760 located in Kabeza Cell, Cyuve Sector, Musanze District);
  • Prime Minister's Order allocating a plot of land with a surface area of 1 Ha, in State's Private Domain, for investment (Plot Nº UPI 1/03/06/04/2 located in Ngoma Cell, Kicukiro Sector, Kicukiro District, City of Kigali);
  • Prime Minister’s Order Establishing a List of Swamp Land, their Characteristics and Boundaries and Determining Modalities of their Use, Development and Management;
  • Ministerial Order determining the requirements for an Industry to be entitled to exemption from the Value Added Tax on Machinery, Capital Goods and Raw Materials;
  • Ministerial Order Determining Conditions and Modalities for Assignment of requisitioned land;
  • Ministerial Order Establishing the Organization, Responsibilities and Functioning of Land Committees;
  • Ministerial Order granting the power of Attorney to the following staff members of Rwanda Development Board (RDB):

12. The Cabinet Meeting approved the agrément of the following persons to represent their respective countries to Rwanda as Ambassadors:

1) Mr. KIM EUNG-JOONG, of the Republic of South Korea, with residence in Kigali.

2) Mr. SEYED MORTEZA MORTAZAVI, of Islamic Republic of Iran, with residence in Kampala, Uganda.

3) Ms. ELIZABETH TAYLOR, of the Republic of Columbia, with residence in Nairobi, Kenya.

13. The Cabinet Meeting proposed the candidacies of Mr. MUHUMUZA Richard for the post of Judge in the Supreme Court and Mr. MUTANGANA Bosco for the post of Prosecutor General, both candidates are subject to approval by the Senate.

15. In AoB:

a) The Minister of Justice/Attorney General informed the Cabinet Meeting that the International Human Rights Day will be celebrated on 10/12/2016 under the theme: “Stand up for someone’s rights today and promote child’s rights to education.” In Rwanda, celebrations will be held in Rubavu District and shall be preceded by a sensitization campaign on human rights from 4th to 10th December 2016.

b) The Minister of Health informed the Cabinet Meeting that Rwanda will host the 37th Global Fund Board Meeting in Kigali from 3rd to 4th May 2017.

c) The Minister of Local Government informed the Cabinet Meeting that in a bid to ensure smooth Presidential elections in 2017, the National Electoral Commission has prepared a calendar for the planned preparatory activities.

  • Polling Day for those voting from outside Rwanda is 03/08/2017;
  • Polling Day for those voting inside Rwanda is 04/08/2017.

d) The Minister of Youth & ICT informed the Cabinet Meeting that from December 6th -13th 2016, “Itorero Urunana rw’Urungano” is taking place in Gabiro Combat and Training Camp.

e) The Minister of Trade, Industry and East African Community Affairs informed the Cabinet Meeting that the Second Made in Rwanda Exhibition is scheduled to take place in Kigali, at Gikondo Expo Grounds from 14th December, 2016 till the 20th December 2016.

f) The Minister of State/MINEDUC in charge of Primary and Secondary Education informed the Cabinet Meeting that the 2017 school calendar year is composed of 39 weeks divided into the three terms as follows:

  • The first term is composed of 10 weeks, beginning on 23/01/2017 and ending on 31/03/2017;
  • The second term is composed of 15 weeks, beginning on 17/04/2017 and ending on 29/07/2017;
  • The third term is composed of 14 weeks, beginning on 14/08/2017 and ending on 18/11/2017.
